York is a diverse community serving as the county seat for YorkCounty is steeped in history of the Revolutionary War, Civil War, civil unrest during the 1960’s that continues to plague its fabric today and is the birthplace of the Articles of Confederation, Americas first attempt at a Constitution. York once a manufacturing mecca preceding and during the Nations two world wars has realized diminishing resources in face of increasing demands for public safety. The campuses of Penn State-York, York College of Pennsylvania and HarrisburgCommunity College are situated in whole or part within the geographical boundaries. The City of York is located in the scenic SusquehannaValley of central and southern Pennsylvania.
Police Commissioner 1996 – 2003
Troy, New York
Troy is a diverse community of approximately 54,000 people located in the Capital District of New York (Albany, Troy, and Schenectady, NY). Troy is the home of Uncle Sam, along with Rensselaer Poly-Technical Institute, RussellSageCollege, HudsonValleyCommunity College, Emma Willard Prep-School, is intersected by major roadways traversed by hundreds of thousands of tourist making their way into the Berkshire or Green Mountains of the Northeast for recreation both in summer and winter. During the first three years of my tenure in Troy, it was under the financial control of the New York State Comptroller. At the same time Troy elected to go back to the strong Mayor/Council form of government removing the City Manager/Council from the charter. I was a Public Safety Commissioner (fire and police oversight) initially but was changed to Police Commissioner after a lengthy study.
Police Chief 1975 – 1996
Hornell, NY
Hornell is a small city situated along the Southern Tier of New York approximately sixty miles south of Rochester, NY with Corning, NY (Corning Glass Corporate Headquarters) approximately forty-five miles east and Olean, NY (St. Bonaventure University) approximately 50 miles west. The City residents demanded customer service and an officer upon request. The City was also financially distressed as a result of the collapse of the Northeast Rail System in the mid 1970’s. The City was fighting the criminal element of Rochester, NY gaining a foot hold and was successful.
Began my career with Hornell and promoted through the ranks until I reached the position of Police Chief in 1982. My duties were similar to those already listed except 25 sworn officers.
Achievements as Police Chief: Similar as previously stated to include NYS Accreditation of the police department and reduction of crime during my tenure.
Duties and Responsibilities:
- Administer and oversee all operations of the Police Department consisting of sworn officers and additional civilian staff;
- Develop the department vision and lead the organization toward that vision;
- Develop operational strategies from data derived from the department and other resources to include milestones and outcomes;
- Responsible for program development to include technology equipment purchase;
- Responsible both directly and indirectly for grant application and implementation; to name a few.

Board Member and Chairman 1994 – 2001
New York State Municipal Training Council (MPTC)
The MPTC is responsible for the training standards for police officers in New YorkState, hiring standards used by the Civil Service Commission and responsible for training curriculum in all courses from basic, supervisory to specialize.
Duties: The Chair is required to build a coalition between state, county and local law enforcement and include trainers and other entities impacted by the decisions within the state.
Achievement: Served as Chair during the tumultuous advent of the Americans with Disability Act which turned hiring and training standards upside down. Was able to shepherd the State through this period of which many of the standards remain in effect today.
President of the New York State Association of Chiefs of Police 1993
Elected to the Third Vice-President in 1991 achieved the Presidency after serving as Second and First Vice President. I also served on the Board of Officers of the Association prior to and after my ascent to office.
Duties: The President is required to oversee the Officers of the association and represent the membership in matters of concern.
Achievements: During my tenure the association achieved legislative advances critical to law enforcement and the membership at large.
